Gang activity is not prevalent throughout Tent City. Rather, inmates’ loyalties seem to lie with race over gang association (at least during the inmate’s incarceration time). This is not to say that gang activity is obsolete within Tent City. It does exist, but is by no means the “norm.” Inmates in the work release and work furlough yards should avoid any circumstance that may be considered “violation” of the program’s stringent rules. Work privileges can be revoked if an inmate does not avoid these situations.
